Raduga shopping centre

After restoring Line 1 of the Saint Petersburg metro, VINCI Construction Grands Projets went back to the same city to build a shopping centre. Located on one of the main thoroughfares of the city, the Raduga shopping centre in Saint Petersburg occupies a 25-hectare site. This project consisted of a design-build mandate as well as the commercialisation and operation of an 80,000-m2 shopping complex including a REAL hypermarket, an OBI home improvement shop, a multiplex, a merchant gallery, and 3,500 parking spots. Situated 7 kilometres from the centre and close to the airport, the building was opened to the public on April 25, 2007.

BACKGROUND

VINCI Construction Grands Projets signed a contract for the design, construction, commercialisation and operation of an 80,000-m² shopping centre. The first stone for the Raduga shopping centre, symbolising the start of construction work, was laid on March 23, 2005.
Two years later, on April 24, 2007, the shopping centre was inaugurated in the presence of then city governor Valentina Matvienko, French ambassador to Russia Stanislas Lefebvre de Laboulaye, and VINCI representative Yves-Thibault de Silguy.

TECHNICAL OVERVIEW

The Piter-Raduga shopping centre is located on 25 hectares to the south of the Saint Petersburg city centre, close to the Sport Kultur Komplex complex where sports activities and shows take place. The centre is ideally located midway between the city centre and Pulkovo International Airport.
This was a design-build project for a multifunctional shopping centre that also included commercialisation of the infrastructure.
On a 25-hectare ground, the 84,600-m² built space has 8,000 m² of mezzanines and includes a 17,000-m² hypermarket, a large 12,000-m² home improvement shop, this same shop’s 5,000-m² winter garden, a 10,000-m² multiplex with 14 cinema halls and 16 bowling lanes, a 3,500-m² food court with a total of 17 restaurants, 133 shops and supermarkets, a 7,000-m² promenade and four security entries, a total of 1,900m² in administrative and technical premises, a car park with 3,500 spaces, a building for a medium-voltage transmission substation and a 11,000-m² children’s play area with green spaces.
One of the challenges of this project was building in a harsh climate. In fact, winter 2005/2006 was particularly severe. Temperatures fell to 35 degrees below zero. Excavation to lay the foundations and underground pipes was made possible with the use of hydraulic breakers fitted to excavators. Around ten of these breakers were pressed into service so that work could be carried out without interruption and 1.20 metres of frozen ground could be broken. As a project funded in part by a loan from the European Bank for Reconstruction and Development, the construction site was visited by its representatives who paid particular attention to environmental protection. Anti-pollution kits distributed on the construction site were used effectively, in particular when there were oil or fuel leaks from aerial work platforms.

On this project, we assumed the overall responsibility for the design-construction operation to ensure a turnkey shopping gallery, technical premises, administrative premises and all external works. In addition, we handled the commercialisation and management of the holding company Ralmir Russie until the opening.

IMPACT

Since April 25, 2007, residents of Saint Petersburg and its surroundings have been able to discover Raduga: a brightly lit and colourful regional shopping centre bringing together the biggest Russian and international labels under the same roof. We worked with the city’s services to attract sustainable investments for this project, which contributes to the development and growth of Saint Petersburg.
Developed according to a new-generation commercial concept that combines culture, consumption, and leisure, the shopping centre has enabled the city to redefine a brownfield against the famous Sport Kultur Komplex, thereby confirming its forward-looking approach to development. Easily accessible and located on a main city thoroughfare, 3,500 free parking spots were included to make visiting the centre even more pleasant for shoppers. Raduga has positioned itself as a dominant commercial hub in the city and its surroundings.
This first of its kind shopping centre in the country’s second-largest city has led to the creation of 2,800 jobs.
